My first answer is no, but with a qualifier. I say a qualifier because I was thinking of an episode of Frasier where his upstairs neighbor hung a flag so big that it covered Frasier's whole condo. So, I would say that everyone should be able to fly the flag, but a landlord or neighbor association should be able to limit the size and number of those flags.
In this case it sounds like a manager who misunderstood the rules or tried to make up some. Anyway it goes; they were at least able to change the rule.
I remember that episode and when Frasier went up against the American flag he lost. Kelsey Grammer is your typical America hating liberal! And I didn't see anything in that news report about the flags being too big.
